Resize manually using Shift + Mouse and the "red lines" up, down, right and left.
Imo for the splits it depends on the runner, some peoples don't even use multiple splits, they just time the run from start to finish without splitting.
As for control scheme, well it depends, even if it's kinda the same thing as for splits : peoples uses what they're the most comfortable with. Still, sometimes keyboard is better than a controller, sometimes, it's the opposite.
Still, imo when you're good with what you use it doesn't matter much.

I'd like to suggest adding Normal and Hard difficulty settings for runs, also, puttings all 11 chapters for the Level Leaderboard would be logic since, well... there's 11.

imo if you don't actually play before choosing an android then i don't see why you should start the timer before it, just sounds like a waste of time, unless if you change androids in the run... i guess.

Since there's multiples androids and you can choose them before starting to "play", that seems fair imo.
As for the leaderboard, if you guys needs suggestions i guess i could help, i doubt it would be a good idea if i were a moderator or something like that though, i don't play the game, never heard of it, and so far i don't plan to play it myself.
It's not because the game isn't on this site that isn't not a legitimate speedrunning game. It just means no one here did a run and a leaderboard.

It kinda depends actually.
Technically, if you want to be really competitive, you should start when you gain control of the character and stop when you lose control of it (like after a final boss for example).
Otherwise well... it all depends on the game i guess ? Some games you start when you can move the character, or start reading dialogs (like in Digimon World i guess).
In my case, for Boktai, i start it when i start the game, after putting a name for the character. There's still an intro where i don't even need to press anything, but i don't care about it that much, to me it feels better that way, mostly because it's simple, and, to me again, it makes sense, since the intro happens after choosing the option to make the game start.
You do realize that this isn't the admins' fault, but the moderators of said games ?

Point him out while saying a TAS shouldn't be on a leaderboard for non-Tool-Assisted speedruns.
I see... Well, i guess i'll leave it like that for now, afterall it's not like there's gonna be more variables and stuff for ILs, atleast for now. I'll wait until more of these are made before changing it, it seems like a big waste of time too, especially considering i'm the only active person for that game.
As for combining the runs, nah, Dry and Wet are very different, IL-wise, so combining them would not be a good idea.

That's true, it's not that useful, still, i don't like how it looks right now though, i feel like it could look way better than how it looks right now...
