Well, if he's gonna retire then that means you'll be the only mod for your game anyway. So you kinda don't have any other choice but to verify your own runs, because no one else is gonna do it :/
But to be honest, as long as you respect the rules of the leaderboards, it shouldn't be bad, i mean, if you respect the rules nothing should go wrong, right ? If on the other hand you don't respect the leaderboard rules, then someone will eventually call you out.
So yeah: As long as you follow your leaderboard's rules, nothing should go wrong.
LiveSplit As for millisecond, well, you'll probably have to split manually, but you'll get used to it (AKA you'll split at the same time everytime at some point, if you concentrate that is).

Cos' technically, the game itself doesn't have an HDD Install option (like Outbreak does), i'm using OPL instead.

NG (New Game) is usually starting from a fresh file. NG+ (New Game+) is starting the run using a file that already finished the game (usually you have items that you should only get later on in New Game)
For most games they're 2 differents menus also;
Speedrun-wise NG+ can be faster. In Tales of Xillia's case, that would probably be because you'd have most skills and artes unlocked already, as well as end-game equipments.

Still, for 3DS, i heard of another solution that's basically streaming through wifi to your computer. No idea how that works though.

This line makes no sense, but i'll try to reply anyway. What's wrong with people copying strats ? It's normal if that's the fastest way to complete the game / level / whatever. For some games, there aren't any tutorials or explanations, but that's a community thing. Not everyone has the time to make tutorials, and some games only have 1 or 2 runners anyway, so in that case there isn't any point in making tutorials, unless new people start learning the game (spoilers: that RARELY happens if the game isn't mainstream as fuck, like OoT or SM64).
