In my opinion, NES emulator are not forbidden, but some of them are more used by precision, better performance than others. If u want names of emulators that wanna use: Bizhawk, Mesen, JNes, Fceux (newer versions). Of course, a restriction of emulators go more for smartphone that prolly are not permitted in most/almost all leaderboards. Just using emulators in PC, notebook and that's it. The same happens for the rest of the ports and emulators (Arcade, GBC, Amiga, C64, etc).
If it is from Steam, it is related to PC. Therefore, you can submit the run/runs for the platform PC and the correct region. I will add PC related for Steam, ok???
