In terms of Any% guide: The best way would be to hunt down the YouTube channels of the top runners like Smartkin and BetaM and see if they have any strat videos, which should be very likely. You will see how most of the skips work with those.

To be able to submit your runs you HAVE to run on console, all emulators are banned due to inconsistency in loading times for example and inaccuracy in general. You can use an emulator for practice to get a general idea of the skips, I personally wouldn't recommend it though as it felt different for me. If you decide to run this game on console I would recommend you to get either the NTSC 2.0 version or PAL for Ps2 or either for XBox, but you can learn more about that on smartkins 100% guide.
