Run is incomplete anyway. Hypothetically if you wanted to make this competitive, probably starting from an unopened browser or at the very least the YouTube home page would give it more credibility.
But no, I am 99.99% certain this website won't recognise this category. Have fun though - you can build a community yourself through Youtube, Twitter, Discord, whatever.

The purpose of speedrunning is to complete a task (the whole game, part of the game, eating a sandwich, whatever) as quickly as possible.
The purpose of PLAYING an RPG may be the learn the story, lore and build a character, but the focus is on the word PLAYING not the word RPG.
The purpose of SPEEDRUNNING an RPG is to complete a task (main questline, death%, all achievements, getting your character to eat a sandwich, whatever) as quickly as possible. The focus is again on the word SPEEDRUNNING not the word RPG.

Also also, if you are going to use Twitch make sure you use the Highlight function (keeps the video forever) rather than linking to your original stream video (deletes automatically after a few weeks). Very important!
Hi all, this was always going to be a big project to take on but unfortunately a: my real life responsibilities and b: general disinterest from the community; means I am going to shelf this.
I am very happy if anyone else has the inclination to take this up and would help set it up and maintain it, but for now unfortunately my IRL stuff takes precedence. (I haven't even been able to play the game for the past three weeks! lol)

I can understand, and my suggestion is not robust by any means - it is just what it is, a suggestion.
I don't really see any other way to balance the "actually, despite being short this game has speedrunning potential" side of the argument with the "we don't want the forum to be overrun with nonsense 'games' submitted purely so one person can claim they have a world record" side.
Having a minimum number of runners for games with a short casual completion time is one way that could be achieved. Is it the best way? Not for me to decide. But I personally believe to be fairer for both sides (and much easier to objectively and consistently manage) than relying on the site acceptance team's subjective interpretation of what makes a game "trivial" on a case-by-case basis.
It is not without its flaws however and as you rightly point out, some kind of alt-account weeding out process may be required if it was to be adopted.
It's a hangover from when forums eclipsed any other form of communication. For a board this relatively inactive there is really no need for anyone get upset about bumping old posts.
This bump was a bit daft however, but in general it's not going to cause harm. But back when forums in general pulled in thousands of posts a day, rules like that were needed to keep things smooth.
The "short/trivial" rule is probably the only one that gets challenged and is, in my opinion, an outdated rule used to err on the side of rejecting games rather than accepting them.
I think the rule should be made more robust ie:
If the game can be completed in under 5 minutes, provide examples of X number of people speedrunning it before it will be considered.
If the game can be completed in under 3 minutes, provide examples of 2X number of people speedrunning it before it will be considered.
I understand the original idea behind the rule - to stop the website being overrun with shovelware purely so someone can claim a "world record" - but I believe with every fibre of my being that it is fundamentally disingenuous to have a blanket ban on short games on a website dedicated to tracking as many games as possible being completed as quickly as possible.
Surely we can have more finesse than "someone has decided this game is trivial in their opinion and that could mean because a casual player once completed it in under 5 minutes or it could mean something else I dunno". Just having some agreed upon barriers, such as a minimum number of runs to prove it has a community, would be a lot better than people submitting legitimate games in good faith and being left to roll the dice on whether the reviewer thinks in their personal opinion that it is "trivial" to them.

It's pretty ludicrous that a website designed to aggregate games being completed quickly, also rejects games because they can be completed too quickly.
If that's true @MonoSmash I wish the rules would get updated.
Any time a game is rejected for being "trivial" it is always suggested that a google doc / discord be kept until the game gains notoriety.
If this game has notoriety, surely that trumps its "trivial" nature? The rules should outline what takes precedence. Would a 30 hour RPG get accepted over this game if it only had 3 runners, for instance?

Actually, to be completely factual, when you start the time and when you end the timer doesn't matter either.
Unless it is in the game rules, the run is usually timed from a certain frame until another frame. You can SUCK at splitting if you want - the run can always be re-timed by yourself afterwards and should always be timed correctly by the mod before going on the leaderboards.
Example: If I have a run that is 20:05 but I start my timer a few second earlier and finish a few seconds later, it doesn't matter that my timer shows 20:10 - my run on the leaderboard should show 20:05.
A good mod will know when the run should be timed from and until and basically ignore your splits.
I'm enjoying it though, not sure how long it will take me to put a full run up :) maybe a couple weeks I am very busy this week.

If you have OBS for Twitch.... why don't you just stream your game to Twitch?
It automatically records your streams. Then you just need to "Highlight" the part of your stream that contains your run to store it forever. Voila.
