Wisconsin, USAlol okay. I'd definitely recommend putting the finance window in the bottom so it is visible throughout the run.
If you just need to record speedruns and you're tight on cash, there is absolutely no reason to blow $200 on a smartphone. Buy something used. I bought an old smartphone on ebay for $20 last year, and I was looking for a very specific phone. If you just need a camera, you could probably manage to find one for as cheap as $12. A permanent video, even a low quality one, is better than having nothing.
I don't think I'm on board with making that the default, but a separate category would be fine if there's some demand for it. Personally, I think such a leaderboard would result in many times being much closer together than what we have with the current ruleset. Of course, I've never played RCT Classic myself, so I'm not super familiar with it, but it is on my Steam wishlist. I've been waiting for a sale, but perhaps I should just take the plunge to better serve the RCTC scene.
The biggest issue is that in order to do a full run, all scenarios for the base game need to already be unlocked. I've unlocked them all before, but that was on a different machine. I think I'm about halfway done at the moment.
I don't think it should matter. It should be up to the runner. I'm not sure why you'd want to save the park, though. Seems like that would take more time.

After my first Roller Coaster Tycoon 1 run was accepted, I quickly attempted five more runs. I submitted all five of them more than three weeks ago and none of them have been verified or declined. During the three weeks my runs have been awaiting verification, only one of the four mods have been online. One hasn't been online in over a year and another was last online the day their account was created. Oh yeah, and they're all supermods for some reason.
I posted a forum thread (since the most active mod doesn't have any linked accounts I can use to contact him) asking if any of the mods could either approve some of my runs or make me a mod. None of the mods replied. I saw the one mod was online at some point after I posted that I'd come here if nothing happened, so either he doesn't follow the game he moderates or he just chose to ignore it.
Archer01 hasn't been online in over a year and dooplighost has only been a member for 26 days and was last online 26 days ago. Honestly, I'm a little baffled as to how dooplighost ever got mod status in the first place.
I'm going to wait a little bit on yesimbill since they accepted one of my runs before and has been online frequently. If I don't hear anything by tomorrow I'm going to take this to the mod request thread.
I have 5 runs that have been awaiting verification for 3 weeks. Could I please have someone look at them? Or you could just mod me, I don't care. Any feedback at all would be nice.
Maybe someday these runs will get verified...
I have FIVE runs awaiting verification, including that Katie's World run. I submitted a Dynamite Dune run a full week ago.
That's what I'm thinking. As long as it was designed and saved during the run, I think it should be legal.
I'm not going to worry about a full run until I at least have a run for each individual scenario. Park value scenarios benefit from this type of strategy (for instance, Diamond Heights). If the steel coaster is already available, then the shuttle loop is probably the best option. But if the steel coaster doesn't come until later, I need to make my own coaster that takes up as small a footprint as possible. I am able to complete Katie's World in under 5 minutes if duplicating a custom ride is allowed. In this scenario, the starting coasters are the mini coaster, mine train, and single suspended.

I'm not sure what the rules are for using custom track layouts in a run. Personally, I'd be in favor of allowing the use of custom track layouts that were saved during the run, ie in one run, you built it once, and saved it with the intent to copy it during that run. You get what I'm saying? I don't like the idea of being able to use custom track layouts that were saved prior to the start of the run.

I assume if someone wants to play at a harder difficulty, that's probably fine. If that's what you want to do, I'd be interested in hearing why. But otherwise, easy is the norm.
