Eh, we don't time the time put into beating the game the like, three or four times over to set the file up for NG+ runs and neither does any other game and I figure it's basically like that. It's kind of a pain in the ass to set up I imagine, but since runs already exist having done it clearly it's not enough of a deterrent for people.

Nightmare/Night Terror: Can these even be sped up? I thought it ran on its own timer? Otherwise, ruleset seems fine. I'd go for Option 2 myself because Option 1 still isn't really NG when you're going to start with things like extra scrap and some other stuff unlocked and relocking it is cumbersome and you'd have to do it after literally every attempt if you wanted "true" NG. I'd just let it rock. I doubt anyone will mind.

Jack's 55th: That ruleset sounds like an incredibly complicated way to use the IGT where it doesn't seem that appropriate due to how much the game allows you to modify it more akin to a score attack than a speedrun. I'd just ditch much of that and use an RTA timer, it'd be way less of a headache and much simpler for players to understand.
Ethan Must Die: Banning death statues outright seems weird, since it's a pretty ordinary feature of that gamemode and people have already done runs using it and it feels kinda off to me to retroactively decide said runs don't count after the fact. I don't really want a second category myself either, but I like leaderboards to have all the times, especially the faster ones.

I would want substantially more looking into the Japanese version on PC done before any action about it takes place, it's only 15 seconds and is consequently not a massive deal at the moment but currently I get the impression no-one's really tried that hard to get it?
Accessing the japanese windows store is super easy, but I have no idea about the process of actually buying something off it, I don't really have the cash on hand to try at the moment.

If I were a japanese runner, I would be pissed if my run got shunted off onto a different board because of a minor 15 second difference. we're trying to work out a solution for PC, but splitting it into a category seems like a hasty move. And really, if a japanese person beats the record a bit with the censored version...so what? Making an entire category for 15 seconds seems kinda daft and also sort of a mild fuck you to the Japanese.

I wonder if this is a conversation that would even be occurring if they'd chosen to use a steadily decreasing point counter instead of representing it in time formatting.
My input is that I'm not sure if this is really a good fit for a time-centric leaderboard? The means of representing it is slightly different, but it's basically a score attack sort of thing. You can house-rule it to use no time bonuses and not shoot bobbleheads, or just go fuck it entirely and count RTA but that all seems like more hassle than it's worth for something that's fundamentally not really about time, but about a scoring system with time as the framing device.
I'm assuming this isn't a statistic the API gives you access to, but can you see how many runs a mod has rejected?

Daughters probably isn't worth a board tbh. Jack's 55th is kind of a score attack thing (you can pause the IGT with time bonuses) more than an actual speedrun. 21 doesn't have an IGT either. If there's demand for Daughters or 21 to do RTA runs with then I don't really see why not, mind you, probably wouldn't do it myself but I'm also not about to tell other people how to have fun.
Ethan Must Die has an actual IGT clear time that can't be manipulated and therefore probably is actually worth a board.
