Assuming video is required, if you don't like that it was self-verified, verify it yourself. The video's right there. Download it and verify it. Mod verification is only the FIRST step in the process. That's why required video, publicly available, is such a good thing.

TG's problem is referees could verify a video that then remained hidden. That's why SRC isn't like TG.

Now, if no video is required on the board, then you have a point.

Good question. I expect most runs have been with the default settings. That should be made explicit in the rules. If they haven't, we have a problem.

Agree with the above suggestion: Expressly ban "testing the moderators" with cheated or stolen runs.

RetroArch is clearly going to lengths to try to make games easier to play casually on big TVs and such. They're trying to help in high-lag environments.

That's inherently incompatible with competitive speed running.

If you use a Retroarch emulator, with any core, your run will not be accepted.

As exposed by @garadas21, Retroarch lag reduction is deliberately making the emulation less accurate, in order to make it play faster.

There are a number of other emulators that are accurate. Please use those instead. Examples: Nestopia, Fceux, Mesen, Higan, or OpenEmu with one of the above cores.

Most 2FA methods, such as email, are phony. Phone numbers are easily hijacked as well. They don't solve the problem, but are really great at locking out legitimate users with no recourse.

Better backups, and the ability to roll back specific games without it being a holy hassle, are probably a better approach than that.
