For the games I moderate, I require video for everything. It's not that hard to record, even if you just aim a camera at the screen.

It's on a global counter. Every fourth time you enter ¤any¤ room with a drop like that, it increments the counter. All room drops are on the same counter.
You'd have to show us videos of full runs from power on/reset.

Well this has been confirmed by reading the code and watching memory, as well as many time in practice by some of us. You're probably adding extra room loads in spots where you should not.
I never even use a runner's timer when I retime a run. Any moderator who wants to see a timer doesn't know what he's doing.
Recognizability is important, but accuracy is just as important. I've been saying forever that the user should be able to choose what flag accurately represents his nationality.
In general you can time a run using your video instead of a live timer. That's usually more accurate anyway.
Because nobody really runs it. If you want to run the PAL version I can add a category for that though.

Stop worrying about "accuracy" (this ain't Twin Galaxies, we don't need OFFICIAL WORLD RECORDS and all that ego) and just create an opt-in community.

The concept of "accurate leaderboards" assumes every runner of a single game is all part of one global community, following the same rules, and wants to be part of this site. None of those assumptions are valid.
I get why the Speedrun.com site staff in general wants to avoid duplicating another board. But in the case of the Mega Man boards, it's clear there are issues beyond some random player wanting to have a 'fake WR', and it's time to stop worrying about "accurate boards" and just let the two sites diverge.
