First, I need to admit that you can get a wanted level again after getting wasted/busted or loading a save file.
Secondly, Cops still spawn, since you keep getting a wanted level for a frame or so all the time. They can bother you in Monster and when you want to take off with your cropduster, otherwise, they are fine.
Otherwise, (almost?) everything is explained here. Activate subtitles, they add important info!

This is quick and dirty, some or all of this info might be wrong. I just stumbled upon this while testing something else and SCRLog was running and told me what happened. Reset and Tirean want this figured out. Feedback, please.
Katie can block your calls. The entire time the GFMEET thread makes it possible for you to get her as GF, calls are blocked. Katie is not always there so the blocking probably does not always happen. It probably depends on weekday / time of day. There are two rectangles the game checks. If you are in the inner one, calls get blocked until you are not in the outer one anymore.

It's probably better to hold and cancel calls or to use Vigilante to set the call timer to 0. I mean: start Vigilante, cancel it 15s before you need the call. Start holding a call, cancel the call 15s before you need it. It should be 15s (not 16.5s) in both cases.
The call holding thing can also be used to avoid the call before Riot. Your phone rings immediately after Cut Throat Business. Hold that call and cancel it while getting out of your car at the mansion. No call comes in for the next 15s which quite likely is enough.
This is my to-do list at the moment. If you want to do any of those yourself, feel free to post in the relevant thread or create a new one.

If you want to set the affinity to one core permanently, install prio and then set it in the task manager.

You need to set 2 things:
- the 2 affinities you want to toggle
- the hotkey used to toggle
1) set your affinities in the settings.ini: an example is: affinity1=1011 1 stands for used 0 stands for not used also it is right-to-left, so the right-most number stands for the first core (core 0, as the task manager calls it) 1011 therefore means: first core used second core used third core not used fourth core used.
2)Set your hotkey right-click-> edit the .ahk file search for and replace #t, keep the :: I have copied some documentation on hotkeys in the comment below that.
By starting Pimping during Quarry, you get multiple Pimping instances. How many? How often you started Quarry+1. The advantage is that you get Pimping progress multiple times for each cheapskate you kill. It is that specific. You get as much progress per cheapskate as you have instances. You can overshoot the goal (10x progress), which locks you out of completion and forces you to restart, so it should not be used outside segmented runs, IMO. You "unlock" cheapskates in Level 4, at which point you have a 1 in 4 chance to get them. So the strategy is to start Quarry 6 times, then start Pimping, get 3x progress and pray for a cheapskate to get to 3+7=10x progress.
I am writing this from memory, you need to check my numbers. I feel I would procrastinate forever if I had to test it.
Do this after beating up the guy on the ship in "Spilling the Beans". The main.scm I used is probably the one from the VC guides section which is probably international retail. I compiled it and replaced the jp scm with it. The relevant parts of the main.scm are identical in the jp and "guides section" scm.

It is useful as backup if you have to save to advance time or get full health. It also allows saving before Up, Up and Away and re-loading on failure.
E: It was due to a bug in an old autosplitter that simulated button pressed (split button presses). It does not affect tduva's LiveSplit autosplitter. . . . .
Reset and Tirean said that holding calls during mission pass was unreliable. Give me videos so I can troubleshoot, please. I need an input display and your relevant bindings (action/2nd fire) and your version. Ideally, you also unzip this and drag and drop cheat_table.CT onto CheatEnginePortable.exe and record that window as well.
Then I know what you pressed and when and which buttons the game registered or did not.

Edit: Microphones are no substitute for the displays since you cannot say "now I slipped off the button for one frame without noticing" (as has happened to me a few times) or "now I pressed a million buttons and my caps lock was eaten".
Edit2: In Cheat Engine, go to the Menu: Edit-> Settings and change all the intervals to 20. They are at the bottom of the window that opens up. Both update intervals seem to be essential.
Phone call start High Noon, then start Vigilante during that mission.
It might try to spawn chars or vehicles that have not loaded, crashing the game. Therefore, this should only be used in segmented runs. I have also had one instance just cancel.
The effect is skipping every second level.
Link to LS saves How to use Put one of those into GTA San Andreas User Files which is in your Documents directory. The number in the save file name is the slot, change it to your liking. For "casual" runs, just use the 45 percent muscle, else read further.
Save Details They have 100% cycling skill, 100% stamina, infinite sprint, 2.5% fat, 45% or 100% muscle, depending on the save.
How fat/muscle affect speed: Running:
- fat and muscle do not make a difference until a threshhold is reached
- if you have 50% muscle, you run slower, with 0 to 49% muscle you run with "normal" speed
- maybe the game adds fat and muscle, I forgot (that would mean: 20% muscle + 30% fat = 50% -> running slower)
Cycling:
- every bit of fat slows you down
- every bit of muscle makes you faster (did not test insane muscle like 100%, though)
- cycling skill makes you faster
--> It is a tradeoff, someone test. ^^ I cannot because I had to use some old HDD with a cluttered OS to boot, everything is slooooow, including SA.
The latest PBs I checked were using English but there was a time period where I saw Norwegian being used. I guess it was abandoned because English turned out to be faster? There is some Google Doc with the timings, isn't there?

Millie You do not need muscle for her, "just" 50% sex appeal and as little muscle as you can - you read right. The formula is so crazy that you should read it: She requires 60 "points". The formula is (everything in percent): points = sex_appeal + Millie_progress / 2 if you have 40% muscle or more: + muscle / 2 else: - muscle / 2 if you have 50% fat or more: - fat / 2 else: fat does not matter in the slightest You start out with 20% progress. You lose 1% per rejection ("not fit" instead of "Hi Carl").
To get rid of the muscle, you can use the starve system. For that, it would be handy to know how it works, exactly, so read the last paragraph of the post. ^^
I tested a few cars: a few sports cars, the Stretch and the Windsor (from the sex shop). They all give you just that: 50%. You need to be "near" the car for the sex appeal boost. Damaging the car reduces the boost, even tiny crashes result in a substantial hit in sex appeal. You can use this stylish hair cut for an extra 5% sex appeal. This way, you can lose 5% and still satisfy her. Wang Cars The phone call that unlocks buying the asset is unlocked by taking the Monster call, but to me that does not seem to not change the route.
Bunch of calls after SMB I don't know where to put all those calls, but when routing it, remember that no Mansion mission requires a marker. The Sweet call "disappears" after Vertical Bird and it is probably de-facto random if you get an RTLS or LV call (the optional Sweet and the Mansion marker calls are RTLS calls, the rest is LV).

limited The time saves I found add up to 3-4 minutes, I didn't do precise timing. I think that that's all we can do with this method but that might turn out to be wrong.
I found a way to start any story line mission twice (not more) by getting the onmission flag to 0 while having a phone call and standing inside the mission marker. The mission sets onmission to 1 again but 2s or so later the phone call that was cancelled due to onmission being 0 sets onmission to 0 again - that's my hypothesis.
There's been some heat due to lack of video in combination with an incomplete explanation, so have this. I used a teleporter mod.
To accomplish that, you need the Trucking or Quarry mission. First you start one of those and a phone call at the same time, then you stand in the storyline mission marker, then you fail Trucking or Quarry.
With the Quarry mission you just get out of a vehicle into the marker so that the call starts right after standing still in the marker. This is already known. For Trucking you need a different method since the Trucking trigger is only checked every 250 ms and therefore most of the time you get the call before Trucking has a chance to start. The method is: you trigger Trucking shortly before the call comes in. After it is triggered, the onmission flag is still 0 for ~0.6s after that. You can extend that by a whole lot by pause buffering after Trucking has been triggered. Details at the very end of the post.
Uses: Since the game uses counters ( if woozie_total_passed_missions = 3 then start Amphibious Assault ) and having two instances of a mission adds two to the counter, you can dupe one mission and thereby skip the mission following the duped mission (long known). I found these uses: Dupe Ran Fa Li after Snail Trail to skip Lure and the insanely long drive back to SF that mission would make you do. Jizzy > T-Bone > Mike Toreno > Mountain Cloud Boys > Outrider > Snail Trail > Ran Fa Li > Ice Cold Killa > ... Dupe High Jack after Monster to skip Interdiction. This saves only little time.
And now I have to shock you... 4¤ LV and desert hype! Well, probably not worth it... Segmented run anyone? The third use is duping Toreno's Last Flight. Unlocking Monster requires 10 passed syndicate missions. The tenth one, Yay-Ka Boom Boom requires 5 passed Woozie missions. Duping Toreno therefore not only skips Yay-Ka Boom Boom but it also skips all Woozie missions. The problem is that you need to pass Yay-Ka Boom Boom to not have the SWAT on your tail for 1:15 hours of LV and Desert missions (passing Saint Mark's ends the horror). I timed ~16.5 minutes saved in SF (by doing my own timings and using the WR) and 8 minutes lost in LV was the result of me guessing or timing the major time losses in LV ( 1) no helis since they get shot down; 2) detours to save points that are outside interiors to use the fraction of a second of zero stars after saving for phone calls and wasted warps; 3) detours to the country side for phone calls). So if you are good enough to not lose 8.5 minutes to all the "minor" problems in LV due to 4¤ for 1:15h, that's ~7s of losses per minute, then this is your new route. Maybe it is 10s per minute, I didn't time things properly. It would be hell for the runners but fun for the viewers, probably. But probably it will turn out to be slower.
This is not useful, yet, but if it is understood or people test a lot, it might become useful.

It is always the cop station in Washington Beach but if you are in the same zone (probably that is what is about) then you get a random destination. The fare counter is only increased by one when I reach it, though. The police station is near the Malibu club and at the edge of the zone it is in so that the club is outside it but it is still too slow - iirc I times 35s with a Cabbie, that would take 35¤100 = 3500 ~ 60min. Feel free to time again with optimal execution and the Zebra Cab.
When I save and load after "double-starting" taxi and then vigilante start Taxi Driver, the instance with the police station destination fails and iirc the other one doesn't increment the fare counter.
I heard about a trucking destinations doc. Can you link it please and what else is there?
This might be useful for export routing discussions for non-runners (Powdi and Gael) (only one destination near the airport :( but many near Hashbury^^ / barely anything near the Patriot spawn...). It took half an hour I guess, I keep overestimating my computer skills. :D

The reloading also happens on speedrun.com on Vimprobable (an irrelevant browser, too few users), "based on the WebKit engine" (I know of some relevant browsers using a fork or sth of WebKit but I don't know how similar, etc), but, IIRC, it doesn't load anything there (screen stays white).
Example: We want a Cheetah to store it inside our garage to export it later. Those are much more common during 555 We Tip, so we want to get it during that mission. This doc says that (1) Cheetahs are driven by rich people. It also tell us that (2) rich people hang out mostly in the zones "Entertainment" (from 6:00 until 22:00) and "residential_rich". (3) The "spawn zones map" visualizes which parts of SF are which zones and tells us that we drive through the Entertainment zone a couple of times during the mission. This tells us that the time needs to be 6:00-22:00 to make Cheetahs spawn.
I want to know if I should be eager to try running the game semi-caually (1h slower than WR). Answer from that perspective of a decent speedrunner, please. Copy/paste this and fill in the blanks. 1-5 scale (5 is very good or "very bearable bullshit") or own words general "interestingness": traffic bullshit (like unpredictable turning into you): guess: run time variance purely due to luck (e.g.: good luck: 8h, bad luck 7:40 -> 20 minutes): stress factor: how often does it happen that I am stressed that one mistake now costs 5 min (none, just quick save every 30s?):
