Collision wouldn't have anything to do with the FPS. It would be the same from 30FPS, and 60FPS, and all other FPS. And neither would the character's speed.
If Mario goes faster in PAL, then why don't WR contenders play on PAL?

We're talking about FPG, not just regularly jumping backwards to the flagpole.

It might be possible on NTSC, the physics aren't different between NTSC and PAL.
Yeah, it's the same thing as normal FPG, but when mario clips into the pole and grabs the flag, he's on the other side.

If you're still confused, I mean when he clips into the block, and sits on the block on the right side of the flagpole, but without going over the flagpole.

Do you think humans are capable of performing FPG backwards? So that mario is facing left when the glitch is done? Or is that not humanly possible ATM?
I haven't played with a FDS Bios in a while, you should check out a tutorial on how to set an fds bios up with a flash cart. Unless someone else can help you out. I think .fds, but it's been many months since I've tooled around with one.
It's probably a bad FDS ROM then. Either that or the FDS Bios you're using is not good.
You need to get a FDS Bios. I don't think we can give you any links to one or a direct download, even though it's not a ROM, it's similar to one. But once you have it downloaded, you put the bios on your card, without putting it into any folders, and you're good to go. 👌
