If someone doesn't believe that the emulator they are using is a bad choice/doesn't know it's inaccurate, why would they go looking for information about emulators? The runner obviously doesn't know about the differences between emulators, and so doesn't realise they shouldn't use emulator X, Y or Z.
In Lego Batman there is a level where you're in a boat and to damage the final boss you have to drag a mine behind you and fling it into the boss, except literally everything can get in the way and explode the mine prematurly. If you're doing specifics like that the timing is still the same, it starts as you gain control of the characters and stops when you lose control of the characters.

@Deln - Check the game - Both have been inactive for over a month and neither have an easy contact method attached to their accounts.
Game OSTs will generally pass on Twitch, and most will pass on Youtube too. The main exception to this is Nintendo's First Party IP, Mario, LoZ, Metroid and such. Many of their newer game's OST's (starting at Mario Galaxy, possibly earlier) will usually get flagged. Any other game songs that have been in my streams seem to have passed (Barring the Lego game's music as most are movie soundtracks.)
In this situation I would say RTA is the better option. If the IGT reverts back when you fail a checkpoint the run can essentially become a multi-segment run because, as you said, a runner can continuously purposefully fail a section till they get a near perfect run.

Surely it won't end up being too difficult to retime a few runs to get the RTA of the run? Doing this allows the previous runs valid and hopefully satisfies most who want to keep the IGT runs valid.

This is also a reasonable alternative, but you want to try and keep the board looking clean, so make sure you take board clutter into consideration. There is also the possible problem that eventually, if the game is run enough, the RTA and IGT routes would become the same because of the need to constantly use faster and riskier strats in the RTA category in order to obtain a WR.

Split times (except starting and ending) is by each runners preference. The rules say it is advised, however no mod will hold you to that and deny a run solely for that purpose.
In terms of custom characters, I would say no in Any% and 100% unless they are made there during the run, but for freeplay% or any NG+ categories I would allow them. This would be down for discussion however since there are no defined rules for it.

Twitch handles copyright claims in a similar way Youtube handles them, where they have a library of music and your stream is checked across all of that library. The library will contain most of today's well known musicians, as well as the more popular older stuff. Basically anything that is still held under copyright by the top music publishers. There may be a few obscurities in there where some smaller companies or indie groups have asked for their music to be added to the library, but that is few and far between.

As PreFiXAUT mentioned there is the music.twitch.tv where there is a quite large library of varying music that can be freely used on Twitch, however you may run into some problems if uploading them onto Youtube, as the licence doesn't necessarily carry over. NCS (NoCopyrightSounds) has a large list of music you can use on Twitch freely. Tobu (7obu) allows his music to be used as long as you provide a link to his social accounts (Youtube account at a minimum.) Other than that there are a few places that you can get subscriptions to use music royalty free, such as MonsterCat (Twitch's music library has a list of 50 you can use, however they have 100s of songs available,) depending on what music you like. A quick google should bring a few up. As a side note, PreFiXAUT mentioned the Youtube music library, however those are only free to use on Youtube itself as far as I am aware, and some are attribution licences where you have to provide a link/description of the song.
All the Tt Lego games have co-op. The games are fun casually, but a good amount have a decently sized, friendly community.
