Freeplay would be dependant on who wants to run it. Some games have freeplay as freeplay and red bricks, while some are freeplay but no red bricks.

I have a question though, have you talked to the people you would like to make mods in place of this other person. You mentioned "Aori=mod, Silentjay=SuperMod, jcool=mod."
The problem with twitch messages is that unless the person follows you, messages usually get sent to the "Other" folder. Even if they were following you, you don't get a notification of a new message, so can be very easily missed by someone who doesn't check their messages.
I would suggest you make a twitter account, even if it's just for messaging/tweeting at people. You don't have to use it, you don't have to link it, it just gives you another way of getting in contact with people on an easier platform than twitch.
As long as the timer starts and ends at the right point then it doesn't matter if they approve or not, as each person can have their own splits. Heck if someone really wanted they could just have a single split for the whole game.
However, all but one of the mods have been online in the past 2 days. Unless you're following the game I don't believe they get notifications of new topics yet, so perhaps follow through to the mods on their social media, twitter, twitch etc as they may not know the thread exists.
This would be much better for the OoT boards, http://www.speedrun.com/oot rather than here on the general forums. The people on there are much more knowledgable than us out here.
Some facts for LozBlind's post before someone comes along and says Ongnissim was last online 1 day ago.
Ongnissim was online 1 day ago, however they haven't submitted a run to Speedrun.com in over a year, their last being the 7th July 2015. They have also been inactive on both Twitter and Youtube for about the same length of time, and LozBlind has stated they're also inactive on Discord. In addition, they have no forum posts so the likelihood of them reading them is rather low.
This totals up to Ongnissim basically coming online to verify runs and that's probably it. It's good that they are doing so, however they should have also passed on the super mod responsibility to someone else.
There is no automatic way to change your name, however there is a thread where you can post what you want it changing to. http://www.speedrun.com/The_Site/thread/frjsy
Be patient with it, it is done manually and can take a few days before it gets changed.

This is getting tiring - The mods of the game are getting tired of the whole debacle, as you can quite clearly see.
Mods are meant to maintain the boards and work with the community.
- There are players who wish to use an unobtainable piece of gear.
- There are people who believe the piece of gear is unfair and shouldn't be compared to normal, obtainable gear. As such a compromise has been made where they can use the item, however they aren't compared against the normal gear.
Also note, that it was Kirkq's suggestion that a new category was added for the SRL gear anyway, so you are not going to have them on your side. Please just let the topic die.
