So how about single segment runs? The current any% route has a save + load. So it's technically segmented.
How about Pole Position instead of Boatyard?
I know Pole Position is about 30 slower than Boatyard (from buying the asset until asset done), but it fits perfectly after Bar Brawl. Boatyard is very far off the route. After you are done with Checkpoint Charlie you're even further away from the point you want to be next.
Also Pole Position offers a good save point with very close rampages for setting up the dupe glitch.
1 and 3 are the same with the exception that 1 is more consistent and fair for every runner. Final split should be when the 100% is awarded.
I'm okay with people splitting at the start of the credits if they don't want to wait, but then add 1:30 (or whatever the final cutscene duration is) to the submission time.
Or just do it like S with his 100% sa Splits. Split when the truck hits the bridge and then again later when the % is added.

You can Puase the timer. That's fine. If a runner hits the pause button by accident it doesn't make the run invalid.
But if you do, don't send in the final time that wsplit tells you. Create a highlight and check the timestamps. If your run starts at 30 sec of a highlight and ends at 5:41:40 then the time you submit is 5:41:10 and not whatever timer you used says.
If twitch crashes or obs crashes or any other software prevents you from having proper highlights, then do aditional local recordings and upload them to youtube or any other video hosting site.
Also with the new Twitch vod shit they added yesterday, it's always a good idea to have local recordings.

You don't need to finish the Mission Lure. After you eliminate the Target you can kill yourself and get the mission awarded. Or at least you'll get the next Francis Marker for Blood Brothers.
But i don't think it's worth it in classic% unless you have a very bad car since the hospital is close by and you are left without a car. And you have at least a Feltzer at this point. But it should save some time in any%.
There is one special phonenumber that you can call and that is 911 ¤duh¤. What it does is make a broken car start again. It also spawns cops near you.
This is useful on Entourage. After the shootout you are left with 2 cars that won't turn on. Calling 911 to make the cars run again would save up to a minute depending on the car spawn rng.
i tried some phone triggered mission deathwarps long time ago. most of them were kinda worth it.
the only real downside to it is the loss of body armor.

95% of all WRs were without the snipe. No snipe is a good sign for a wr run.
With early Cone Crazy i would take the PCJ behind the Pay'n'Spray. That way you are using the pcj for longer.
Because the map is unlocked from the start and classic% adds tedious driving to the speedrun in the episodes. In gta4 almost everything is stacked at one place in the beginning which makes driving less bad. And later on the long drives are used to take phone calls which are way more important in the main gain. Since you can wait 5+ min for phonecalls in any%, it makes classic% look good.
But there are people running classic% in episodes. These people just didn't bother to send their PBs to the leaderboards.
I tried deathwarping during Paper Trail yesterday and suprisingly it worked out. I warped from the middle of Alderney to the top of Algonquin.
