The description in the Rules sections is kinda vague. Does NG have restrictions that Any% doesn't?

Ok, so since I couldn't find one after trying a while I wrote one up myself that seems to do the job.

1. Hold UP+B+SELECT when the Copyright Screen appears
2. When you hear the cry sound effect on the main menu, release and hold A+B+START+SELECT
3. Once the game resets hold nothing
4. Hit A when JigglyPuff does his 2nd jump
5. Hold start when the Main Menu appears
6. Hit B as soon as it gets to the New Game screen
7. Right when Squirtle has slid off the screen, hold START (Hitmonlee should slide onto screen just before the Main Menu fades away.)
8. Hit A as soon as New Game appears

Are the leaderboards for this hidden in a sub-category somewhere now? Or if I submit a run should I request it be added again.

Looking into this category but I only have the English version as of now. Are there any tricks that can't be done in this category due to region?
