As the glitch that lets you skip most star doors, including the star doors required for Any% completion, I'm surprised that this glitch is allowed for exactly the purpose of skipping star doors in 115 star (e.g. at 2:38:17 in the WR), and I wonder what a 115 star run would look like without it.
What makes the rules for this game different from vanilla SM64 70 star where any glitch that lets you bypass star doors is banned?
However, using 2p mode for Volleyball is not allowed as it is a different gamemode
Just codes banned, friend balloons banned, and Hide it banned would probably suffice. Still it would be atypical for Mario speedruns because of the multiplayer aspect
10 captures = Minimum on 1.0 with 2p mode 11 captures = Minimum on 1.1-1.3 with 2p mode 13 captures = Minimum on 1.0 without 2p mode 14 captures = Minimum on 1.1-1.3 without 2p mode 12 captures isn't the minimum of any ruleset, so it doesn't really have a reason to exist

One criterium that sounded quite reasonable to me was whether runners at the top of the board are grinding to PB by, with a significant chance, less than a second. I don't think we're at this point yet, as the top 4 are currently putting 59:4x in their titles

This is known. The gate is only a one-sided wall (like all wall triangles in the game). It is possible to do Island hop and Bomb Clip in the opposite order, which afaik is within 1 second of doing Island hop first
We could make it like SM64 where there is one IL category ("Sub areas" here, "Single stars" in 64), and then a subcategory for each subarea
Since that would only give room for 1 category per subarea, I suggest you have to grab all moons and timing ends on the last moon tick like in Star%/ASA/Peach%

You'd probably not use milliseconds for top 10 ties, but for all runs below a certain cutoff like 1:00:20 or 1:00:00. That would lower the number of unnecessary changes over time
It's not the exact same time. And the smallest possible difference between two non-equal times is a 60th of a second
Yes, it is possible to add a variable each for Cascade, Sand, and Luncheon, and make each of them a subcategory distinguishing 1.0-1.1 and 1.2
There would be some minor change in routes (frogless Cap, Maybe Spewart skip in Luncheon). That change would also be achieved by Low Skippable Cutscenes, so maybe do a run of that?
