As mentioned before, it's entirely on a game-by-game basis. As a general rule though, WR stats should NEVER be without video.
Reloading the game isn't a glitch, after all. 'Glitchless' simply means "Don't exploit errors in the game code that Toby did not intend", essentially. Therefore it covers all the actual GLITCHES that can occur in gameplay. Reloading the game after a save flag is simply exploiting the way the game's save system works.

If some memory corruption glitch were discovered so that the player could set Justin's STR value to 999, beating Gadwin 1 would be feasible. If not, it is completely unreasonable to expect it. Even WITH max STR, it would probably still not be easy as Gadwin 1's VIT is also 999, and you have limited turns to finish the fight.

I have no idea if an autosplitter exists for your game, but if it doesn't then yes, you will have to manually split each time you complete a section. Autosplitters unfortunately don't just 'exist', they're scripts that someone needs to manually create using memory values from the game's code.
Notifications are on a forum-by-forum basis. When you Follow a game, there are variable notification settings for it. Anyone who is invested in the game and wants to actively monitor it will have forum posts enabled for notifications. I think that's a default setting for moderators, also.
Could you have tried any harder to create lots of topics and buffer your post count? This could have just remained in the game forum.

Well, video is by default technically I think, but mods have the right to disable it.
SRC does not "Require video proof" by default, it is a game-by-game option that the mods of each game reside over. Nor is verification a prerequisite, but it is very often enabled.
Also, TSC does require video proof for WR stats now, so there's that.
What exactly is the issue? If it's just preliminary setup for LiveSplit, there's not much about that that's game-specific. Just Right Click > Edit Splits, then enter all the information you need for your game. Once you have the splits you need, Right Click > Settings, and set up your split hotkeys, preferably on keys you don't otherwise use so you won't accidentally hit them. Then for PC games, make sure Global Hotkeys are enabled, and you'll be able to split freely whilst in different windows.
You guys are missing an opportunity by not calling the proposed 'Legacy' category 'Traditional' in keeping with the TCG format.

Length of a run is completely irrelevant to whether it should be considered a speedrun. The length of the run is simply the length of the run. The relevant factor is how quickly you are completing the tasks required. 100% is still completed as fast as possible, it can't be helped that it takes as long as it does.
