I know this is allowed to some extent in Undertale. Specifically, they have the ruling that
"Multi-client is forbidden. You can have additional clients open on the main menu for optimal load times, but you cannot interact with an older client after loading a save file (pressing "Continue") with a newer one. An autosave counts as an interaction even if no player input was involved. Closing a client does not count as interaction."
I think this is similar enough to what you're suggesting, so if you're just looking for similar examples, I hope this is helpful.
For me, it was probably holding every WR in the flash version of Duck Life 1 simultaneously at the start of this year. It's a game I played a lot as a kid and this in particular was something I'd been working to do for a couple of years until I brought it all together with a strong grind in December 2020. I don't hold them all anymore, but I'm still proud of every PB I have in that game.

You can, but the platforms extend past the edge of the screen sometimes (since every platform is the same width just shifted horizontally) so you can still land on them after clipping.
Notice that effective immediately, all new No Bonus submissions will be required to show their bonus shop at the end of a run. This is to ensure that the rules of the category are followed. Old runs will not be affected by this (i.e. no runs will be taken down).

To add, suicide clip is done by moving up to the left wall in the second running training, then tapping right and left right after. This allows the duck to take another step left which causes it to fall forever (unless you can RC out of the minigame).
It's allowed in any category (technically) but it's only usable in categories that make use of right click. If you accidentally do it in a No Major Glitches category you can simply close and reopen the game and to the best of my knowledge the run would still be valid.
There are a lot of records that have been lost due to multiple leaderboard shifts over the years. If you're interested in making this video I'd recommend speaking to Cheggjon since he probably has the most knowledge of the speedrunning community pre-2016.

What exactly would count as a glitch? The run without timewarp is the exact same thing just slower, and that's not even a glitch in the first place.
I assume you mean the level upgrades? You just have to beat the game and use the cheat options. They will carry over to a new save.
If you mean the glitches to gain levels quickly within the minigames, those can be performed with the right click functions, allowing you to go forwards/backwards through scenes without pressing buttons. These can be used with Alt+C +F/B depending on if you want to go Foward or Backward. Watch the record to figure out when to go forward/backward to gain levels.
Otherwise, if you mean the dev "level +1" button that's located off screen, refer to @Rhino97 's response.
Be sure to check the rules for the category you're running to see if it says "Bringing over effects from previous files is allowed" or not. If it doesn't, then using the cheats menu is not allowed (as well as skipping level upgrades).
