No, i don't think this is true. Do you have any proof of that, or do you just call you own opinion "some people"?.
NewGame+ was added for exact the same reason. There where a lot of request for this category, arguing that people would pick it up once it's on the leader board. Turned out they don't. There was 1 submission to it in the past year. So even the people requesting it were not running it. Additionally the community has voted on adding Rocket rush as a category just recently and it was overwhelmingly denied, since there is not a single speedrun of it.
If you are interested in this category, then start running it. If it becomes more popular, we may judge on it again.
Supply Challenge used to be a category. There were some submissions 4 years ago. We removed it like last year due to inactivity for over 2 years. It was superseded by the "Getting on track like a pro" category which became way more popular and seems to attract the same runners. There are currently no plans to add it again until it will be more popular again.

So I am from the Factorio Speedrunning Community. We are currently having a discussion about our ruleset and are looking for pro's and con's of allowing older patches in submissions.
Currently we ban older versions, just as you do. It be very helpful for us to see your though process and history of how you got to this rule and why you enforce it.
I'd appreciate if you could explain that in the level of my Celeste knowledge. I am person that did play Celeste a lot and did watch some speedruns and know the tricks and names of them, but I was not into Celeste speedrunning myself and I don't know about it's speedrunning history.

this depends on the category you want to run. In 100% all reloads are forbidden (stated in the category rules), because you can abuse it to increase the global green circuit counter. However in Any% you are free to reload at any time. Just notice that the time is taken in real-time, NOT ingame-time. So any reloads will usually be unfavorable. @danrayson I'm not sure there is such a thing is a pure any% definition for all games. The rules are usually suggested and voted on in the community. You are free to leave a rule change suggestion for the upcoming 1.0 on https://forms.gle/6U7qT58kGx7TPUxQ6 . For us we defined any% the way that you can use everything that you created within a savefile, not everything that the game offers. I will go as far as saying that loading saves is part of the game as well. However I would not accept a run that loads a save that is about to launch a rocket and win the game instantly either. For us the import of external blueprint is kinda like loading a save. You import something you created outside of the savefile without recreating it. That saying it's all about the recreation part. You are very free to run a 2nd instance of Factorio with a prepared design that you recreate 1to1 to your actual run as a reference, too
Unfortunately there is a limitation where one can only enter release dates that are in the past. This seems natural at first, but for the game Factorio that I moderate, it has been in early access for a long time and the release date is now known to be the 14.08.2020. So I'd like to enter that.
Im am sure there are other game in EA that would appreciate that possibility as well
We usually add categories when there are people actively running it. However there is nothing stopping you from making runs and uploading them to YouTube/Twitch. If you are interested in a rocket rush category, make a run and lobby for it. If there is 2 different runs form 2 persons, we usually have a talk about adding it in the community and than vote on it.
From the Rules: • Free choice of map generator settings. Enabling "Peaceful mode" and using a set "Map seed" is allowed.
So yes you can use Island, but there is no point in it unless you want to generate water on the edges, because you play on peaceful mode anyways. However manipulation to have water at a desired position like this seems like a good idea to me indeed.
