Would pausing a run both real time and ingame but cutting it out of a video be considerer splicing
If i were to have to pause the run both ingame and real time, but cut out the part where i unpause the game realtime and game time, is that considered splicing?
That's exactly what splicing means yes, even if it's the same run. For the leaderboards you are supposed to do the entire run nonstop from start to finish.

Tiny Update to Rules Regarding Ingame Timer
We noticed that the rules did not specify that the ingame timer should display three decimals. This had become an expectation on our part, but it seems we overlooked reflecting this in the rules. This has been fixed.
