        (OPTIONAL) Have at least 10 prisoners released
        (OPTIONAL) Reduce the re-offending rate to 30% or less

--GUIDE--

The most optimal strat is...

... Fire all of your workmen, don't hire any guards, set your prison intake to max, and pray for good RNG in the prisoner intake numbers.

That's literally all you have to do. Because the Prisoners don't act out or die/kill each other (Or at least the very first prisoners won't starve until long after you have gotten 100 prisoners. Even if they do begin to starve then you can simply build an office, hire a warden, research doctors and they will heal any prisoner that falls unconsious due to starvation) in the time before they are assigned to a holding cell, you can just sit on the prisoners untill you get one hundred. Even if the level wants you to raise money through grants, you don't need to do that at all. The money from the prisoner intake will get you above $60,000 easily, and your cash flow will already be positive.

If you are going for the (OPTIONAL) route, then all you need to do is sit and idle the game some more until 10 prisoners are released. Because the standing in the delivery area counts as being in lockdown and locked up, the prisoner's punishment and security will be max, making their re-offending rate low.

All you can do is hope and pray for Bootstraps not to juke you, and then the run is done.
