Death Row is pretty straight forward. Be sure to remember where to build the Walls, Toilet, Bed, and Electric Chair to save time. You NEED to place them where the game tells you to place them, otherwise it doesn't count (Though in the case of the Electric Chair so long as it overlaps with the place you need to place it then the game will count it. The same goes for the bed technically). 

Even if the game tells you to build in brick, it really doesn't care if you use brick or concrete. So if you miss-click and build one or all the walls of concrete don't worry. The game will still count it. And don't be afraid to spam workers in order to get things built faster. Money is rarely an issue in any of these missions, which I suppose makes sense because these are tutorial levels. If you are good at micromanaging, research and buy yourself an Accountant to allow yourself to exceed the daily budget.

(As you can see the Electric Chair is 1 space down from where it's supposed to be, but so long as it registers in one of the spaces it is okay. Also concrete is my aesthetic.)

Memorising positions of objects doesn't go for the (OPTIONAL) objectives however. You don't need to place the Window and Bookshelf in any place specifically so long as it's inside the cell, and you can also place whatever type of flooring, path, and lights wherever you want. The game wants 2 lights outside, just for reference, and so long as the path is 2 wide and 6 across it will count. You don't need to fill up the room with flooring either, as you can see below.

Place three capacitors on the left side of the Power Station before you do anything else. The power is scripted to go off no matter how many capacitors the Power Station has around it, but at least you can get it out of the way. Build the electricity FROM the Electric Chair TO and THROUGH the cells, and not the other way around. The builders will build it in the order you place it unless you make the job a high priority. You want to make sure the Electric Chair has power before the CEO calls you again. That way you can save time in completing the next objectives. Also be sure to not have your electricity running under the doors of cells so that workers don't have to waste time opening them.

So then test the Electric Chair and the power will drop. All you need to do then is quickly turn the Power Station back on, then the Electric Chair, and that is the end of Death Row.

2. Palermo

There's a lot going on in this level, doublely so if you want to complete the (OPTIONAL) objectives, and if you want to do it optimally you have to do a lot in the beginning. Remember to spam workman whenever you are able (You'll need to for an objective in this case anyway).

Call the Fire Department as quickly as you can, but don't assign them to run to the fire straight away. It's faster to let the Fire Truck drop them off then for them to run from off the screen, which is what they'll do if you assign them from the very beginning. Place one group into the Canteen, and one into the Kitchen, but make sure that you assign them to a place that won't be engulfed by flames by the time they get there. Firemen tend to just sit in fires and die, and that means you have to dismiss them and hire more Firemen.

While the firemen fight the fire, (Micromanage them and their hoses if you want, but you really won't have the time realistically) you are going to want to find the Holding Cell of the prison and assign it to be the Canteen, with the walkway nearby as the Kitchen. Designate a Garbage area in the space just below the Holding-Cell-Come-Canteen too, and make sure it runs right down to the jutting out fence and across to the road.

You're going to need 4 Cookers and 4 Fridges in the Kitchen as the objective says, as well as a Bin (DO NOT FORGET THE BIN) and a Sink that is connected to the water. Sometimes the objective tracker can get a bit buggy with connecting up the sink, especially if preexisting pipe is nearby, so be sure to place ample piping under and around the Sink. Hiring 2 Doctors and 8 Cooks as soon as possible is also a must. Put in some Sprinklers as well over the preexisting water piping in the room. All sprinklers you place MUST be connected to a water source in order for the objective to complete, so don't go overboard in the Sprinkler placing. You only need 2.

For the Canteen you need 1 Bin (DO NOT FORGET), 2 Serving Tables, 6 Tables, and 7 Benches (Because the Holding Cell already has 5). The Benches do not need to be situated around a Table as the objective says. Just place the items wherever it is they can fit. Placing more Benches if you can fit them is good, as it means more prisoners can eat at a time for the related (OPTIONAL) objective. Once again place 2 Sprinklers over preexisting pipe for a later objective.

If you are trying to complete the (OPTIONAL) objectives, spamming Janitors at this point can also help you later on. There's no real limit. Do as many as you want or feel you need. More is always better.

Don't worry if you can't get all this done, however. You most likely wont be able to, especially if you have the game running at 3 times speed. Focus mainly on getting as many objectives done before they must be completed, and you should be fine. You can of course do all this a little later, but your workmen will be preoccupied cleaning up the burned out Canteen and Kitchen once the fire is done, so that's why it's good to get as much building out of the way while the fire is still going. Make use of High Priority tasking if you happen to run over your building schedule.

So once the fire is out dismiss the fireman as soon as you can, and then assign your workmen to clear the rubble. Any time before it's objective pops up, you'll also want to find any of the Yards (or any place really) and assign 10 guards there via deployment, as well as another 2 on a patrol route. The objective says that the guards should patrol the 'inner courtyard' but in reality they don't need to be there. Hire 5 guards or more for a later (OPTIONAL) objective here.

Find any old place around the prison as well to assign as a Common Room in the meantime and put 8 chairs in it, but only after you've completly fitted out the Kitchen and Canteen. I chose the small open area in the nearby Cell Block, but so long as its indoors and has 8 chairs the Common Room can be anywhere.

If you are trying to complete the (OPTIONAL) objectives, locate the Storage room and designate it to be a Laundry, placing as many items as you can within. You need to be able to clean all the prisoner's clothes, and starting early means that it will be quicker later.

The next few objectives should just complete as soon as they initalise if all the above things are done correctly, and then the game will give you control of your Reports. Be sure to go into your programs and start running Alcoholics Group Therapy and the Drug Treatment programs. If you're gunning for (OPTIONAL) objectives, head to your Regime and put some working time anywhere and reschedule the programs to ensure that they run at least once. Once that it done click on the polaroid situated in the top left most Shower and skip the cutscene.

Immediately after the cutscene finishes start a shakedown and place guards all over your prison. You only need to find three pieces of drug contraband, so putting a high priority / placing many guards in the kitchen will get things done quickly. If you've already pre-built your Common Room then the next objective should complete straight away. This means the only thing left to do is to click the polaroid in the bottom left Infirmary and Palermo is done... if you're not trying to complete the (OPTIONAL) objectives.

3. G.A.B.O.S (OUTDATED)

--GUIDE--

Now it may seem counter intuitive in a speed run, but the first thing you are going to want to do is pause the game. Pause as soon as the level initialises. This is to ensure that you can hire Firemen and send them to where the fire is. If you do it in real time, the area will become a riot zone before you can tell them to walk there unless you cut it really, really fine, and if you miss it then you're going to have to deal with a massive fire later on. So long as you told them to walk there when the area wasn't a riot zone, then they will continue to walk there when it does, and you should be able to control most of the firemen once they are inside. Left to their own devices however, so long as you didn't tell them to walk straight into the fire, they should be able to deal with the issue before you solve the riot, and therefore spending time to micromanage them ends up losing you time.

Then you want to buy at least 20 normal guards and assign them to places. Or one place. The stipulation of the objective is to just assign 20 guards to places, but deploy them now because in some cases the Guard AI can help when the Riot Police eventually come, but this is rare, especially against the Max Sec criminals. More guards can be hired at your whim, but I find 20 to be enough.

The main goal of this level is to stop the riot, and despite having three wings to capture you only really need to worry about two.

Go for Gen-Pop first (in orange) with your first wave of Riot Police and Paramedics (Seen in green). One group should be enough so long as you keep the Paramedics close by to retreat and heal. Eventually a second group of Riot Police will show up, (Seen in yellow) and by this time the Gen-Pop section should be almost cleared. Send the second group down to the Security room marked in black, and make sure they defeat any of the prisoners inside. This will count as recapturing the Security room for later.

Now all you need do is combine the two groups and venture forth into the Max-Sec (red). Clear it out by going down the hall and being very careful to heal your Riot Police between each encounter if you are able. Split the groups into two again to take on the Shower and the Kitchen, though these places may not actually have any rioting prisoners within them. Make sure you enter the main cell block area with both teams combined however. Max-Sec prisoners tend to be stronger than regular prisoners, and as such can destroy your Riot Police if you let them swarm / single out your team members.

If at some point you recieve the armed guards, then just send them to the Special wing. The fire should have been delt with before you entered the Max-Sec area, so all you need to do is shoot one or two of the rioting Min-Sec. They surrender easily, and if they are still giving you trouble then send your Riot Police in to help.

There is no super cut and dry / consistent way to quell the riot, since the AI is random each time. Sometimes it will go without a problem, and sometimes prisoners will keep retaking areas you had once taken. Extra guards in this case can help with more consistency.

With that the base level is done, and you can progress to the next by clicking the polaroid outside the main enterance of the prison. (The place where the Negotiator called you and where all the dead guards are.)

Once again just like in G.A.B.O.S, though not for a similar reason, you will want to pause the game on initialisation. This is so you can ensure the very first thing you do is find the Storage building and designate it to be Visitation with as many Visitation Chairs as you can fit.  Make sure to go into the deployment screen and change it from Staff Only to Shared. This completes a later objective, but it also ensures that you have the most possible hours for families to visit your prison. Visitation only runs from 9 AM to 9 PM, and new families are generated every in game hour, so you want to bank on as many coming to visit your prison as you can before the 'Set up a better visitation service' objective comes about. Every time the clock ticks past 9 PM and you don't have enough visitors you waste about 150 seconds waiting for it to become 9 AM again.

Assigning an export zone on the right hand side of the road somewhere is a good idea at this stage for micro level menuing optimisation, but really you can do it at any time before you build the 40/80 cell block.

Speaking of the cell block, use the quick build menu to build yourself 26 cells in the right hand area, spamming workers wherever possible. While you only need 26 extra cells now, you will need an extra 54 later on. Prioritise getting your cell count up to 40 first however, because you will have time later to build the extra cells. You don't need to provide water or electricity to the cells for this objective, or any of the non (OPTIONAL) objectives in fact, so don't worry about utilities. 

Designate a long building anywhere in the right hand zone as well, making it at least 35 long and 8 wide, though don't worry if you designate it longer. You also want to start researching Prison Labor and Education, and when Prison Labor is completed you want to assign 3 prisoners to work in the Kitchen. When Education is completed immediatly start running the programs Foundation Education and Spiritual Guidance. Once again they don't need to actually run for the sake of the non (OPTIONAL) objectives. You just need to start them.

Designate a yard in the right hand area when you are able, and throw 5 Phone Booths in both yards. It must be 5 in both. You can't just put 10 in one. When the long room is finished quickly build a shower that consists of a room as long as the building and any width between 1 and 3. It needs at least 1 shower head.

If you're fast enough then you should still be waiting for the next prison intake to arrive, so while you wait you need to build a Workshop (8 wide and 6 high), a Classroom (5 x 6), a Chapel (6 x 6), and a Mail Room (7 x 6). Assign prisoners to work in both the Workshop and the Mail Room. If you haven't built the extra cells yet then do it now. Depending on how good the RNG was for your family visitations then it shouldn't lose you time to do it now. When the intake does come and the objective is completed, make sure to lower your intake to 10 prisoners a day. Don't do it beforehand, else the prisoner intake doesn't count.

With all that out of the way you should be good to move on. Click on the polaroid situated in the cell with the story prisoner in it and then you are up to Bootstraps.

5. Bootstraps

--GUIDE--

The most optimal strat is...

... Fire all of your workmen, don't hire any guards, set your prison intake to max, and pray for good RNG in the prisoner intake numbers. 

That's literally all you have to do. Because the Prisoners don't act out or die/kill each other (Or at least the very first prisoners won't starve until long after you have gotten 100 prisoners. Even if they do begin to starve then you can simply build an office, hire a warden, research doctors and they will heal any prisoner that falls unconsious due to starvation) in the time before they are assigned to a holding cell, you can just sit on the prisoners untill you get one hundred. Even if the level wants you to raise money through grants, you don't need to do that at all. The money from the prisoner intake will get you above $60,000 easily, and your cash flow will already be positive.

If you are going for the (OPTIONAL) route, then all you need to do is sit and idle the game some more until 10 prisoners are released. Because the standing in the delivery area counts as being in lockdown and locked up, the prisoner's punishment and security will be max, making their re-offending rate low.

All you can do is hope and pray for Bootstraps not to juke you, and then the run is done.
