It's not really hard, and shouldn't create any issues accuracy wise as long as we (as in the current "community" for this game) agree upon certain rule sets, and when we start cutting out the load and when we stop cutting it out.
Although it does consume quite a bit of time, which understandably not everyone may have. I'm just offering ideas so we can have competition between console vs pc, along with not having the worry about the varying loads between computers.
That sounds like the best option at the moment, I'll leave this up so others can input but currently I think we can rule out using ingame time. (Since it seems super inaccurate, sorry sqank)
Should loading times be removed from runs? This would let us compare runs between PC and console a lot more easily, making it a lot more accessible for others. Besides that it would also remove the loading times which seem to vary a lot, even on the same system. I haven't done any testing with in-game time but from my experiences it seems to be wildly inaccurate, but if anyone can disprove me on that I wouldn't be opposed to using it instead.
So, I was messing around on PC version and got a proxy while jumping on top of the hay before the Gloria race. I happened to land on the roof of the arcade area, and I decided I was going to try to get a video of it. I have not been able to recreate it, and I've had no luck on dolphin or pc. What I've noticed is it appears the haybales spawn area is somewhat random, and i'm not sure if that has something to do with it.
that is a screenshot of the area, i was on top of that set i was near and was jumping towards the dark haybales when i got it. This has potential to skip the Gloria race, though I don't know if you can even if you get out of bounds. I'll leave it to you active runners to try and figure out how it works :)
I don't see a reason why PC and PS1 should be separated, but I could see why N64 would be different since different token requirements to beat the game. As an official brandonhead I have been told and seen no differences between the gameplay from PS1 to PC. There should be no reason to separate the 2 if the only real difference is loads. Pretty much what I'm trying to say is stop sperging out and just play video game fast!!!

Noone has gotten PC working, which is the reason there isn't a listing for it. Empty categories look ugly as heck, but if you get a run we'll put it on there.
