We get similar ideas a ton, but if you think about it, this is just any% with 1 less world. It isn't even a meme category either. 3D Mario Kart% has been a meme for a while, and it will probably be the only IL-based category

@BennyTheGreat don't wanna be annoying, but why are you so harsh on category ideas?

I just don't like clutter categories. I actually like some ideas, but I'm not really a fan of IL-based, challenge, or categories that are just main board ones with maybe 2 extra levels

I'm not a big fan of the name "7-7%" but something like Max% Minimum Stars would be a better name for this category, and I think even though it would just be a bunch of back to back ILs I think it's an okay category. Clutter could be cleaned up a bit too by combining some overlapping categories, I think.
