Most people come here from obsrv, and patch their games to english, this is allowed in speedrunning?

As long as the translation patch does not effect the timers in any way or the gameplay itself, it should be fine. If you notice that it does affect the gameplay in any manner though feel free to bring it up so we can take a look into it.

As far as I'm concerned, the patch doesn't change any gameplay.
