There isn't really a good definition for 100% in this game, at least I think, because getting all upgrades and secret upgrades would be really difficult with the limited time you have, and if it was going to just be pimping all vehicles, you have to pimp 24/25 of the vehicles for any% anyway (unless I am mistaken, I could be wrong about that number, if I am ignore this) so if anything any% should probably be the only full game category added. But I definitely agree that all of individual characters being added would be good too.

What constitutes any% for this game? I only see one level leaderboard for it?

Any% in my opinion would be starting from a new file and getting the ending cutscene to play after successfully pimping out Xzibit's car better than the opponent. There are 15 cars in total that you can pimp out. I am not entirely positive if you need all 15 pimped out to get the ending or not, but I have casually finished the game before and there is an actual ending to the game.
