Werkzeug: Preconfigured mc2hook.ini for Speedrun Mode implementation (version 1.1.6)

Put this in the root of your mc2 folder to run a pre-configured mc2hook build for speedruns!
Make sure to rename your file to "mc2hook.ini".

thanks to Redline taking on a little sidequest for us, we now have a "Speedrun Mode" implemented into mc2hook! What it does:
- installed mods get disabled, this allows for quick switching between a src viable game state instead of having to switch between different directories and
