How can I legally change the F3 key inside minecraft to another one? Without using AHK and other software

I assume you mean on the latest version- as before 1.21.9 you can't change the F3 key in the base game. For version 1.16.1, the most popular for RSG, you need to use AHK since you cannot in game.
However assuming you mean the latest version, well I don't see why not: its an in game feature, you are allowed to change your hotkeys of course so I don't see why not with the F3 key, unless you abuse it in some way.
