Near the end of the case, where you find Willy in the alley, it will play a cutscene and will automatically put you in cover. Once in cover Willy will be near the top of the pipe. With fast enough timing you can shoot and kill him which will automatically cue the Willy dead cutscene with the Ad Vice Chief. Shaving off a few seconds.
