Since I'm to poor to get a PC, I was wondering, will android Gameboy emulators ever be allowed?

Gambatte is a legal Game Boy emulator and you'd have no problem running that on Android's version of RetroArch. You'd also have better luck setting it up with a controller if your device supports OTG or extra USB ports like some of these TV Box devices have. Have fun and good luck!
