I have googled this a number of times and every thread I find contains vague explanations with no clear solutions.

I would like to update our game's cover art, but every time I try I get the error "Base game cannot be this game" - Even if I change every other field on the page I can't stop this error from occurring. I understand what the error means for category extensions, but to my knowledge I need to edit (and I am editing), the settings of the base game.

How can I edit this page successfully?

I've gone ahead and removed the base game. You should now be able to edit the game page.
