I started this category with crazy strategies but I think the boring Portugal strat might be the fastest because you need the third exploration idea to have the range to take a province in America with other countries. Portugal has enough range in its traditions to only need the first idea, making it able to completely focus on admin. It would be cool if someone found a faster strat with a different country but I think it's unlikely.
