What are the standards for frame perfect timing for RTA runs? Specifically, on what frames does the timer begin and end?

The question came up a few times in my circle, so I figured I'd seek a more official response.

Here is my personal opinion on the new account regulations.

Start timer: Tap the title screen or decide your name. The data update for this game is done before the title screen is displayed, and the user ID is determined during loading after the initial title screen tap. On the other hand, the tutorial starts after the player name is determined, and the game operation starts here. The former is more strict, but I think the latter is more commonly used for convenience and freedom of naming.

Timer stop: When the "Mission Complete" sign appears on the target stage, or when you return to the stage selection screen after clearing the stage. The in-game time for Operation Annihilation seems to be the time until the "Mission Complete" sign appears. I'll skip the discussion about manual withdrawal in the annihilation category here. The long section of speedrun that I prefer has a medal at the end, and the stage selection screen looks great when it displays this. In the measurement of one stage speedrunning, that looks good. To be free from difference in load time, I recommend to start and to stop timer with COST bar moving. When you beat the last enemy, the band appears and the bar stops at the same time.
