It's in a new web browser but not incognito like the rules state it should be.

He was browsing as a Guest, if it has the same functionality as incognito (does it?) I think it should be allowed.

I think it's the same thing, if not better because incognito still keeps bookmarks / suggested searches.

I'll edit the rules to clarify that that is ok to do
