I just submitted a run that got modified and accepted, the only modification being the removal of milliseconds from my time because it's only meant for Cheat%. Why does the WR run has milliseconds if all the other times aren't allowed to? I get the only PBing by milliseconds and submitting it, but that could happen to any runner. So are milliseconds only allowed in Any% submissions when you PB by so little to the point that it doesn't lower a second?

at the very top milliseconds matter, not nearly as much for the rest and it's a lot harder to verify per millisecond compared to per second.

How does it matter more at the very top if "the very top" is more than two minutes faster than 2nd place? Wouldn't it make more sense to mean things within the range that the majority of players are at?

The reason Shift's 55:30.7 has milliseconds in the submission was because his previous WR was also 55m 30s, not because it's a WR run.

I know, I'm asking if that rule applies to all runners or just WR (because WR is definitely going to be lowered by less than other runners PBs).

The description of the run provides your answer. Two WRs were within the same second, so ms timing was added to them to differentiate between the two on the WR progression graph.

It "matters" because it's a new world record and part of the game's history. It must be documented and therefore differentiated for that reason.

Milliseconds may be used in special cases to differentiate PBs and split ties that occur high up on the boards. That said, they should not be displayed on a run without reason. The reason why "that could happen to any runner" and was only used this time is because this is literally the only time this has ever happened on the leaderboards.

If someone makes a request to split a tie within the top 20 I will personally frame-count the run and fix it.
