Anyone can participate in any of them as long as your run gets accepted when you submit it.
The events are named that way due to the location of them. ESA is always in Sweden (Europe) while NASA is always in NA. AGDQ is always in NA as far as I know.
Go for the faster of the two. Try to practice the strat before you put it in runs, and before you know you'll be more able to perform the strat.
One of the reasons that these boards were created was because people wanted a section to put their dupeless runs (as well as segments of runs, but that's not relevant in this situation). Most of the runs on the main board use duping, so there is no reason to separate the categories on the main boards based on that aspect.

I firmly believe that every world record can be broken with the exception of maybe a couple of misc. games.
Even still, this thread has 3 replies (4 now) and has 5,217 views. There is a thread: https://www.speedrun.com/The_Site/thread/3fhnv that has 34 replies and hasn't broken 1,000 views yet. Hardly any threads have broken 1k views, save for the translator thread, which has 33 thousand views, but that would make more sense considering it has 88 replies.

- Recordings should always be commonplace, unless the game specifically says it doesn't need to be recorded (if that's the case it's probably a meme game).
- If the case happens that the top 10 times are all 1:10:xx and you get a 1:04 not streamed, your run will be under more scrutiny than the others. But normally this is not the case, and runs should not need to be streamed to be legitimate.
I'm sure you'll get really far on these boards with that attitude. Keep it up friend.

I have my output at 360p because I have a shit processor and if I try higher I get 99-100% CPU usage.
I think the idea was to implement it in games that have more than 1 mod.
