Switch to the Tiger Shark, shoot, and while it's reloading you fire the Doom Mortar's secondary shot and repeat that process once more. I did get lucky that Lt. Hamlet was so close to me, he usually isn't, which helped with hitting the Doom Mortar shots more easily!
