I used Lithuanians in the Budapest map. No villagers made. Lured two boars and made the mill and lumber camp as fast as possible. As soon as they finish, you will probably have 500 food due to the Lithuanians civ bonus. I also tried with Mongols and Malay. They perform well, but not it is harder to get sub 4min with those civ.
