Technically it should be last input before receiving 100%. Which means if you have everything beforehand then those cutscenes will be final input. If you do it and then realise you don't have 100%, you can just go back and get it and then stop time on final input (confirming by opening the menu and seeing the 100% checklist).

I looked into this about a year ago while I was do all my IL runs. Like you've said, it isn't really viable since you have to drive to the trains (I couldn't get a good switch for it either). Would definitely be worth looking into it for Any% NMS and 100% though. My IL of the Driller mission doesn't wait for any of the people but I spawn right next to the entrance so don't know if that would make a difference but it makes it about 1:30 faster

What is the third party tool used to limit frame rate currently? Is it possible to limit frame rate naturally in-game? I think all third party tools should be banned (iFruit isn't third party because its officially made by Rockstar for this game, we've been over this before).

Which is what I would do. I am just saying that if it is in those situations, I don't have the ability to frame check. But of course my best judgement would be made.

I don't even have technology that could detect frame reliant times. If there was ever a time that was 2+ seconds off what was reported, I would change the time. However, if a run was submitted with a time of 4:29 and I thought there might be a change it was 4:30, I wouldn't bother as I couldn't be 100% sure without using something i don't have to check such a thing. If there were ever two times that were close enough, I would request one of the other mods that knew how to do frame perfect timing to double check both times,

It also requires that you expand the competed mission where it occurs. Thus, if you get the perfect run but forget to expand, your run is invalid due to not showing time which is absurd.

In-game time shown at the end of missions can vary from RTA by more than 10 seconds. Also there are many missions without such a feature so it wouldn't be a consistent timing method. Likewise, any mission you purposefully kill yourself to advance in the mission faster, such as the shooting the gas tank in Mr. Philips would not show in-game time due to dying. Therefore I believe RTA is the most consistent and reliable method.

Due to my experience in every single playable IL in the game, I have recently been asked if I would like to be a mod for the IL's of GTA V. As the timing rules have been voted on and are now official, I have compiled this list ( http://prntscr.com/fewyi9 ) of invalid runs or incorrect timing for IL's up until and including Crystal Maze. This can be considered my "application" for being a GTA V moderator.

If we were to allow it to occur in actual story mode, for almost every single mission in the game you could just grab a jet or helicopter which, although fast, takes most of the skill and execution out of each IL. The point is to be comparable to Classic%. As strats can change, there cannot be one defined vehicle that will always be used for this IL ever, so having any sort of control of a vehicle due to manipulation in story mode isn't fair, and is now against the rules.

I realised this and knew that they were impossible to beat when I was going for all the IL's. I never said anything back then cause I was too shy probably, even knowing it was absurd.

Also, Emerald/Unhollowed's reasoning for thinking #1 is the best option is basically its "easier." As said above, this should in no way determine what the rules for timing an IL should be.

#3. As I have submitted to almost every single IL in the entire game, I know that A LOT of IL's have different times possible for if you respawn instead of restart. As shown in this example Matt supplies above, there is about 2 seconds worth of cutscene that is unskippable (as it would be if you were playing it for the first time in the actual story mode!). Almost all IL's are like this. For other IL's, repawning after a death warps you up to, in certain missions, more than 10 seconds of driving away from the original start location. Although restarting from the replay menu is tedious if going for a very good time, it is the only true way to get what the "IL" speedrun time could be for comparable timing to the full game, which is what IL's are meant to be for after all. Rules should not be set for what is "easier," they should be set for what is right, as explained above. Thus, the third option, where you start timing after the loading screen has gone (as in Classic% and all other categories of full game speedruns) is the only feasable option in my opinion.

Delete 100% with mission skips. I can almost guarantee that nobody will ever do a serious run.

The order they are given in the Replay menu is the order you completed them in. So I suggest it just flows in the logical speedrun manner for classic% missions (making sure alternate setup heist missions are next to each other). Strangers and freaks is kind of hard to choose, so the way they are now makes sense with all similar ones grouped together :)
