This could make every platform competitive so why not?
NG IL seems like a mess tbh, because you can't really do "real" New Game in any chapter besides 1-1. So as you say, the rules would need to be extremely strict about how your inventory needs to look for the beginning of each chapter.

You need to grab the chainsaw to proceed but you don't need it to fight against Jack, so technically, if you do melee only (knife only pretty much) you need to do the fight with the knife.
Normal is definitely trouble for the boards in the near future (people is going to just "peace out" of running Easy because it's becoming too optimized and clain "Normal" WRs). I'm getting rid of it because I see there are more people (and myself) in favor to have fastest and hardest only.

Well each difficulty "is" a category. For the moment it's all listed together but obviously once the people starts doing NG Madhouse it's going to be separated.
Remember that the game just released and the leaderboard can't look perfect yet :)
Every NG+ item is in the item box so if you just ignore them it's considered NG :)
For the moment a simple "Any%" with NG/NG+ tabs will do it I believe. The game just came out and I'm sure there will be a lot of new stuff to discover, and then more categories will be created.
Why would someone NOT ditman through the game? That sounds no fun.
It got fixed by some Windows Update probably. It runs ok on my end too.
I have no experience with SSDs so can't tell. But with the common HDD I've never experienced lag/stuttering during a run.
I think having 50/60hz tabs seems the most simple-safe-clear solution to be honest.
I've been only reading this thread 'till now because this is a huge problem to deal with and we can't mess up the entire leaderboard because literally 2-3 PAL runs.
We know PAL runs are not truly faster than the best NTSC/J runs, and RTA is not a solution for RE2 (at least for consoles).
For emu I would ban PAL entirely because why would you do that?
As far as I know RE2 PC runs at about 27 fps not even 30 so don't think it should reach 30 by any means.
