I'm not 100% if i'm understanding the question but i'll do my best to answer.

The bottom left video is doing backflutters during this section for the kickback speed boost which is the method I would use (and I believe is used in the 1 controller ILs for any%).

I am not too familiar with the any% route, but I can't see any reason you wouldn't do back flutters and move faster.
So assuming the top right video is WR, I would just wager that the WR is not that refined.
