I'm not entirely sure what user you are referring to. A mere screenshot would be accepted if the said user was on the in-game leaderboard. Other than that, no. You will be rejected. So ideally have video instead.
If your having trouble recording I'd suggest using your phone. Recording can take a lot of resources and processing power from your computer and we understand that. So just capturing the screen would work for validation.
Hello hello! Whether things are allowed or not is mostly decided by each community. The only thing banned universally is TAS runs and such.
No, I don't believe there is a way. (Unless your an admin.) Why would you need such a thing to happen anyhow?

I've been sick for awhile. Thus why I've missed some people in the introduction forum. Don't like talking to people. Very grumpy. It got me thinking, what would make me feel better?
Usually I start the day having pancakes. Watch some anime I've been saving for a special day. Order a pizza. Beat sm64 with my usual casual 70 stars. Then I'll have candy and listen to music before I fall asleep.
