This problem just happened out of nowhere and i'm really confused

When i do a window capture my whole screen is frozen and the only way i can display my game on obs is through game capture which works fine but doesn't allow me to display my FPS on neither FRAPS or Steam overlay

i also noticed that in my livesplit when i check the layout of my screen that my crash window is doing the exact same thing. completely frozen at the same spot. i have no idea what to do. does anyone have any other ways to display the fps while in game capture?

speedrun noob here. for some reason my livesplit tells me i have to update it to the new version for that new transitions rule and no matter how many times I update it doesn't work. anyone have any solutions to this? I thought I had the newest version installed but after I submitted my first run I was told that it broke that rule
