Some things to consider would be stuff like, is being out of bounds inherently banned, even if no glitches were used to get there? Is using ripper mode to increase your velocity inherently banned? Is using ripper blade mode to slow down time inherently banned?

I don't actually expect you to individually answer these, but they should be considered in your ruleset.

Is ending Ray's jump early a glitch?

Is using polearm jump without going out of bounds a glitch?

Is using ripper mode to make falling lightning go farther a glitch? If so, why or why not polearm jump.

Is using ripper blade mode to skip a fight a glitch?

Is getting around this one guy's detection a glitch?

Is triggering this elevator to open early a glitch?

Is jumping from one roof to another, skipping 3 fights, a glitch?

Is skipping boss phases by precisely manipulating their health while knocked down a glitch?

Is skipping boss phases by using entirely normal mechanics like, the boss can't jump away while staggered, or the boss can't jump away during a certain attack, a glitch?

Is skipping boss phases simply by hitting them very very hard a glitch?

Is pressing Z during a cutscene a glitch?

Is being grabbed by Armstrong to interrupt a phase a glitch? Is getting grabbed by Armstrong therefore always a glitch?

Is avoiding triggers a glitch?

Is getting stuck on an enemy with an aerial move a glitch? This is clearly a way the developers added to get unstuck, so is it only a glitch if it benefits you? (ignore the oob)

My position has always been that, I'm open to glitchless, as long as the people requesting the category actually write a ruleset for it that is broadly agreeable among others who want to run it, and clear enough for the moderators to enforce without going back and asking the original runners 5 years from now when they may not even actively run or care. I don't want to run glitchless so I don't know what glitchless runners actually want.

Are you making sure that your FC/Blade Mode gauge is full? It's required to start finishers on enemies.

The limitations on what you can't use on NG ILs would be...later boss weapons, wigs, and ripper before Monsoon? Anything else you could just farm VR missions, or even just the previous mission repeatedly to buy. This seems like an annoying novelty at best.

What you're essentially asking for is a category where the determining factors are whether Mistral's barrel explodes, whether Mistral skips the second phase slide, whether Monsoon does a melee attack at the start, how lucky you get with prethrowing grenades on Monsoon, whether your save file doesn't have HP upgrades, and how good you are at Armstrong.

All the boss strategies besides Armstrong are very simple and mostly animation-locked in terms of speed with just an hour or so of practice.

I'd add your run to the leaderboards but it technically doesn't count as new game (it does not receive a tutorial prompt after the first fight in R01, for example. Also, the timer starts at .91 due to the autostart, which presumably doesn't work on the modded version. You can undo this by turning off the autosplitter under edit splits and "Start Timer at" back to 0.

You are performing the inputs too early. You'll notice that in your example, Raiden stalls midair after pressing ripper mode for nearly a third of a second. Wait until the first swing is completely over, and you should see (slow but) fluid movement from when you perform the input.
