The rules are confusing yes, sorry. In cases of Paul being mayor you may submit S+ runs as S runs, meaning you may submit a 307 run as S during Paul. Was this clearer to understand? If you need any further help feel free to ask and have fun running!

I really dont know how your run is a whole 2 seconds faster, but I triple checked and it seems to be that your game just loads faster (?). Or you cheated without me noticing :p. Anyways congrats.
They're entirely based off the performance of other players (Ik Pig jousting & some others kind of too, but these 2 way more), therefore no. Also ideally you'd want to play these as long as possible, which defeats the purpose of a speedrun.
