external ssd on xbox and ps4 fixes a lot of this. i don't have the load times and is similar to my xbsx. never actually timed it but feels about the same.
I think RTA would be fine with console also. Maybe have it start at the New game/difficulty screen and end at the start of the final cut scene after the last boss fight.
Here is a quick look at my settings. Yours should run well with this even at 1440p
Set to TAA, texture to 2gb, texture quality to high(aniso) x2, mesh low, shadow min, cache on, shadows off , reflections off, scattering off, vol lightning low, partial lighting high, ambient off, bloom off, lens off, motion blur off , depth off, distortion off, film noise off.
Those are my settings with a rx590 8g over clocked and a ryzen 3600 stock. I have no stuttering and only slight drops. Maybe high 90’s once in awhile. I drop to 70% on boss fights.
I think the settings are too low for you and the gpu isn’t working hard enough. Too much on your cpu.
Count how many splits in the settings you have and make sure you have enough lines added to match. If you don't have enough it won't finish it.

I am averaging 2-3 with my controller lately. Never broke 3 though. Been doing this on console for a few months now. lol
Just to let console runners know a 1min 13 sec apartment is possible with controller. The only reason I am this fast because I die a lot running knife only. lol hopefully have those standard through nightmare runs soon.

Thanks. I can get a 1:15 on my One S but I think the fps time bleed during cut scenes make it harder on base consoles. I've got a 1:13 on the pc at that same spot with my low 1:09

That 4-5 seconds does add according to my livesplit on pc. That's why there is a discrepancy.
I get a best of 1 min 14 sec for the escape. This is on console xbox one x. I have gotten a 1 min 9 on PC 60fps with autosplitter but difficult. Now there is approx 5 second animation before console can check the time. A 1 min 14 is a high 1 min 9 or low 1 min 10 sec at the same point pc stops the timer. Since I run both of and console, i have worked out the time.
I think i am the only PC runner that got a sub 1 min 10 sec with a controller. No keyboard or mouse.
This might have to be an assisted only category because of lack of ammo. All upgrades and magnum should be allowed. Also the 3 shot handgun later in the game. I'll try some routing this weekend.
Mus. Console runners know what they are going to shoot and just turn the camera as a pre aim before they shoot as they are running.
I have played re3r on Xbox 1x and my base console. It feels the same and I have started my speedrun attempts. The menu is just terrible for the game and feels the same on both consoles. I haven't tried ps4 or pro yet. Will update as soon as I get that copy.
I wasn't around for the original discussions. Personally I think the .50 cal for Leon should be allowed since it is a handgun. I think any handgun that isn't bought or won should be allowed with all upgrades. Any handgun available in the game. Up to the runner to see if they want to "waste" time. My opinion.
the .50 cal on b side for Leon would be a game changer. It can be acquired quickly. I have tested it.
