Watching world record time and looks like turbo is being used. Is it allowed in the any% run. THANKS

I was looking for a propper explination of how to do this glitch. I can fluke it and kind of understand but I don't know the exact way to get it almost 100% of time. Trying to start speed running this game and working on hospital glitch and final skip to boss.
