it's a bit more complicated than that

restarting seems bad since you don't have the speed from the beginning, so to get the fastest time you would have to drive 1 lap already which is meh, don't think it would be popular enough to put it on leaderboard

however there is still site called videogamesrecords and i think it has leaderboards on arcade, although without video proofs

Definitely 2nd option.
