I feel like running is the same as skipping the gameplay. You can easily exploit it with a singular rattata. Still you would lose soon or later because of the level difference between the trainers and your pokes.

Imo this will bring the game down to "which pokémon you can exploit the best without playing the game". But idk, I feel like there can be a category that allows you to run from battles with run away.

It's not a glitch, still, we are exploiting the bosses' mechanics by doing that, that's why we accept it within the Restricted category and we still use glitches.

Good ​question, I would categorize it as a feature, which can be exploited. Not a glitch imo, though.

Still I think it should be allowed in glitchless runs because it will be hella hard to tell if it's being exploited or just used, because it can be done everywhere even with a small tap in the C key.
