No, a time penalty doesn't make sense, it suggests that the player took a lot longer to complete the run. This is not the purpose of leaderboards.

Remember that you are allowed to use a spreadsheet, so for example for triangulation you can just put every angle change accurate to 1/10 degree into a spreadsheet and then the distance the stronghold is away from you, there are (currently) no rules against doing that

If you die on hardcore mode on a server, you are banned from the server automatically, instead of your gamemode being set to spectator (like in singleplayer)

You can suggest a category in #category-suggestions in the discord. If the run is not interesting enough for src you could instead add it to the spreadsheet at https://www.speedrun.com/mcce/thread/rnyd4 But this category is, as you said, really stupid and not suitable for a leaderboard at all.
